'Dynamic Fundamental National Objectives. Institutional Sub-Constitutions Illustrated by the Example of Environmental Protection': The fundamental national objective (Staatszielbestimmung) is a dynamic category, whose normativity can develop and evolve as the role of the constitution and the objective world have changed. Thus, the climate ruling by the Federal Constitutional Court (BVerfG) opens new paths: the interaction between constitutional norms and the order of reality, and the shaping interpretation by the legislator. The sub-constitution can serve the further development of the ecological national objective.
